Ex-Zamboanga mayor gets 8 yrs for nepotism
PAGADIAN CITY: For appointing his first cousin as municipal treasurer, the Sandiganbayan sentenced the former mayor of Kumalarang, Zamboanga del Sur to imprisonment from six to eight years.
The anti-graft court’s sixth division, found former mayor Allan Damas guilty for appointing Nellie Poliran Toledo as municipal treasurer of Kumalarang and for allegedly certifying that she was not related to him.
The court found that Damas and Toledo are first cousins as Damas’ mother is the sister of Toledo’s father.
Initially, Damas, now vice mayor, endorsed in an undated letter to the Bureau of Local Government Finance, three applicants —Elvie Unabia, Claudie Genetiano, and Toledo — for the municipality’s top financial post.
The court pointed out that “the prosecution proved beyond reasonable doubt that the accused, through his acts done with evident bad faith, gave unwarranted benefit, advantage or preference to Toledo by paving the way for her appointment to the position of Municipal Treasurer, despite being disqualified due to being the accused’s relative within the fourth civil degree of consanguinity.”
