MANILA, Philippines — The Department of Budget and Management (DBM) has released P11.6 billion as part of the performance-based bonuses (PBB) of over 900,000 education personnel for 2021.

Budget Secretary Amenah Pangandaman approved the special allotment release order and its corresponding notice of cash allocation of P11.6 billion to the Department of Education (DepEd).

The amount covers all payments for eligible school-based personnel in 16 regions.

This will benefit a total of 920,073 personnel in various public elementary and secondary schools under DepEd.

The PBB grant is based on DepEd’s accomplishments in 2021.

The DBM said the final evaluation assessment for DepEd was released in January this year, while the necessary documents were submitted to the DBM from April to August.

The agency said the PBB for non-teaching personnel is still up for revalidation.

This developed as documentary requirements of non-teaching personnel in eight regions have been returned by the DBM to the DepEd for revision.

These regions include Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon), Caraga, Central Luzon, the Cordilleras, Davao, Eastern Visayas, Metro Manila and Soccsksargen (South Cotabato, Cotabato, Sultan Kudarat, Sarangani and General Santos).

The DBM said the documents were sent back due to varying concerns such as duplicate entries, incorrect information on the months of service, and certain personnel not found in the DepEd’s personnel services itemization and plantilla.

The PBB is an incentive provided to state workers based on their performances and contributions to the accomplishment of their department’s overall targets and commitments.

Under the PBB, teachers’ rankings will be based on their actual performance at the end of the year, as measured by verifiable, observable, credible and sustainable indicators of performance.

DepEd employees often receive their PBBs after a year or two of the reference year. — Delon Porcalla
