PH-China consortium wins Sangley project

THE consortium of MacroAsia Properties Development Corp. and a Chinese company was named on Tuesday the only bidder — and winner of the auction — for the $10-billion Sangley Point International Airport project.
According to Jesse Grepo, legal officer and secretary of the Cavite provincial government’s public-private partnership (PPP) selection committee, the group of MacroAsia and China Communications Construction Co. was the only one that submitted a joint venture proposal for the project.
“Upon [the] perusal of their submission, their JV proposal was deemed complete, subject to [a] detailed evaluation by the” panel, Grepo said in a text message.
He also said the issuance of notice of selection might happen in the “second or third week of January 2020,” in time for Cavite Gov. Juanito Victor “Jonvic” Remulla’s target to start works on the air hub.
The local executive decided in late October to open the project to the private sector. At the time, he disclosed that seven groups bought bidding documents worth P1 million. Among them were Philippine Airport Ground Solutions Inc., Metro Pacific Investments Corp., MOSVELDTT Law Offices, Langham Properties Inc., MacroAsia and CCCC.
“We are excited to move into the next phase of building the airport. It’s been a long process and we are in the end stage of the predevelopment work,” the governor told The Manila Times then.
“When this is done, we will change the province and the country,” he said.
The winning bidder may need to cough up about $3 billion for land reclamation and another $7 billion for the construction of the airport itself, which is being eyed as the country’s next major international gateway.
Remulla previously said the Sangley airport’s operation and maintenance would also be bidded out.
The airport is currently used for cargo and general aviation operations, as it cannot fully support commercial operations.
