ARTA, DICT sign deal for online govt services

The Anti-Red Tape Authority (ARTA) and the Department of Information and Communications Technology (DICT) signed on Tuesday a deal focusing on automating processes critical to doing business.

A memorandum of understanding was signed by the two agencies as they target to ramp up the implementation of RA 11032 or “the Ease of Doing Business Law,” which seeks to automate government system to avoid delays in issuance of permits.

The law calls for three working days for simple business transactions; seven for complex transactions; and 20 for highly technical applications.

Under the agreement, the DICT will lead the development of the Philippine Business Databank and the Central Business Portal, which are both essential initiatives to automate and digitize government systems and services.

The two parties are also eyeing to create a national modernization plan, where government agencies will be boosted with tools enabling them to operate digitally.

“[Let’s] serve the public interest [and] connect everybody to everyone else: government to other governments; local to global, government to business, government to its citizens. [Let’s] accomplish the objective of ease of doing business through connectivity”, DICT Secretary Gregorio Honasan was quoted as saying in the statement.

Meanwhile, ARTA Director General Jeremiah Belgica said: “We envision to be the first paperless government agency. We will be the window to the future.”
