DoLE to limit deployment to Kuwait

THE Department of Labor and Employment (DoLE) is mulling on limiting the deployment of overseas Filipino workers to Kuwait following the brutal death of another Filipina household worker (HSW) from the hands of her employer.
Labor and Employment Secretary Silvestre Bello 3rd said he had instructed the Philippine Overseas Employment Administration (POEA) to study and implement the deployment cap, particularly of HSWs or domestic helpers.
“I already advised the POEA to consider lowering deployment,” he added.
Bello stressed that there was an urgent need to curb unfortunate incidents befalling Filipino workers, as he expressed dismay that another Filipino worker died despite an existing memorandum of understanding (MoU) between the Philippines and Kuwait, providing stronger protection to Filipino workers in the oil-rich state.
The victim was identified as Constancia Lago Dayag, 47, of Agadanan, Isabela.
“We were saddened by Dayag’s death, considering that the Philippines and Kuwait has signed an agreement last year giving added protection to our workers there,” Bello pointed out.
Based on initial report, Bello said, Dayag was brought to Al Sabah Hospital in Kuwait Tuesday night, but was pronounced dead on arrival
The same report also indicated that Dayag bore various contusions and hematoma in her body.
Bello vowed to give justice to the death of his provincemate, saying he had already instructed the POEA to run after the local agency that recruited Dayag, and for the Philippine Overseas Labor
Office in Kuwait to coordinate with authorities for the speedy resolution of the case.
The labor chief added that he had also instructed the Overseas Workers Welfare Administration to extend support to the families of Dayag.
In February last year, President Rodrigo Duterte ordered a total deployment ban after the discovery of the body of household worker Joanna Demafilis inside a freezer in an abandoned apartment in Kuwait.
Duterte lifted the ban for all types of workers to Kuwait on May 16, 2018 after a successful negotiation between the Philippine panel and Kuwait labor officials on May 12, 2018, which led to the signing of an MoU that provided additional and strengthened protection to Filipino HSWs .
