SC defers restraining order against $62-M Chinese loan agreement

THE Supreme Court on Wedneday deferred the issuance of a restraining order on the implementation of the government’s $62-million loan agreement with China for an irrigation project in the Cordillera region, well-placed aources at The Manila Times said.
The High Court instead ordered Malacanang to respond to a 67-page petition for certiorari and prohibition by the Makabayan bloc, which said that the Chico River project was unconstitutional.
The Supreme Court ordered respondents President Rodrigo R. Duterte, Executive Secretary Salvador C. Medialdea, Finance Secretary Carlos G. Dominguez 3rd, National Economic Development Àuthority Secretary Ernesto M. Pernia, Justice Secretary Menardo I. Guevarra, and National Irrigation Administrator Ricardo R. Visaya to file its Comment on the case.
