7 Chinese arrested for kidnapping

SEVEN foreigners, identified as Chinese, were arrested in a condominium unit over the weekend, for kidnapping.

The suspects, Luo Gen Jin, Cheng Yiguo, Liu Shenghui, Deng Shuijin, Xiong Jinxiang, Xiong Jongpeng and Xiong Jilong were presented to the media by the National Bureau of Investigation (NBI) on Tuesday afternoon at its headquarters in Manila.

NBI special action unit (SAU) chief Emeterio Dongallo said that the arrest stemmed from the complaint of Jian Shi Xin,’s brother, Jian Shi Lun.

Dongallo said that the victim, Jian Shi Xin, was abducted at the casino resort Okada Manila in Parañaque City on March 9 and was brought to a condominium unit at Balagtas Royale Mansions in Pasay City.

Shi Xin was allowed to make phone calls to ask for P200,000 in ransom money, said the SAU chief.

The complainant paid the amount demanded by the abductors, so his brother would be freed. On March 10, the captive was released near the City of Dreams in Parañaque City, the NBI official said.

On the same day, the NBI agents arrested five of the seven suspects in the condominium unit where the victim was held, while the rest who were identified as the masterminds, Gen Jin and Yiguo were apprehended at the Solaire Resort and Casino.

The initial motive of the suspects was to pressure Shi Xin’s unidentified friend into paying his debt to the alleged kidnappers, said Dongallo.

All of the suspects are facing kidnapping/serious illegal detention charges, as defined and penalized under Article 267 of the Revised Penal Code, before the Office of the Prosecutor in Pasay City. CATHERINE A. MODESTO
