Cloudy skies, rain expected in NCR, 12 other areas due to northeast monsoon
MANILA, Philippines — Cloudy skies and rains will prevail over Metro Manila and 12 other areas on Tuesday (Feb. 12) due to the northeast monsoon or amihan, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
In a morning forecast, Pagasa weather specialist Rhea Torres said Metro Manila, Cagayan Valley, Cordillera Administrative Region, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Cavite, Batangas, Rizal and Laguna will see cloudy skies with rains due to the northeast monsoon.
“Patuloy ang pag-iral ng hanging amihan or northeast monsoon at magdudulot din po ito ng mga pag-ulan sa malaking bahagi ng Northern at Central Luzon, gayundin sa ilang bahagi ng Southern Luzon ngayong araw,” she explained.
(The northeast monsoon continues to prevail and it will bring rain over most parts of Northern and Central Luzon, as well as some areas in Southern Luzon today.)
Two other weather systems, namely the shear line and the easterlies, will also bring rains to various parts of the country on Tuesday, according to Torres.
“Asahan pa rin po natin ang maulan na panahon sa malaking bahagi ng ating bansa, dulot po ng mga weather systems na patuloy pong nakakaapekto sa ating kapuluan,” Torres noted.

Torres said the shear line will cause cloudy skies with scattered rains and isolated thunderstorms across the Visayas, Bicol Region, Mimaropa, Quezon and Aurora.
“Dahil po sa epekto ng shear line, makararanas pa rin po ng moderate to heavy na mga pag-ulan sa bahagi po ng Kabisayaan, gayundin sa Southern Luzon ngayong araw,” she explained.
(Due to the effects of the shear line, we will still experience moderate to heavy rains in parts of the Visayas and Southern Luzon today.)
The shear line is the convergence of cold and warm winds, according to Torres.
She added that Caraga and Davao Region will experience cloudy skies with scattered rains and thunderstorms due to the easterlies.
“Nakikita din po natin itong mga kaulapan na nakaaapekto mostly dito po sa may eastern sections ng Mindanao area — ‘yan po ‘yung easterlies o mainit na hangin na nanggagaling sa Karagatang Pasipiko,” Torres explained.
(We can see cloud formations mostly affecting the eastern sections of the Mindanao area — these are the easterlies, or warm winds coming from the Pacific Ocean.)
The easterlies will also bring partly cloudy to cloudy skies with isolated rainshowers or thunderstorms to the rest of Mindanao.
Amid the prevailing rainy conditions, Torres said the country’s weather conditions will start to improve by Thursday.
“Bago po matapos ang linggo, inaasahan po natin na improving ang weather conditions sa malaking bahagi po ng ating bansa. Possible po ‘yan sa darating na Thursday,” Torres noted.
(Before the week ends, we expect improving weather conditions in most parts of the country, possibly by Thursday.)
No low-pressure area or weather disturbance is currently being monitored within or outside the Philippine area of responsibility.

Pagasa hoisted a gale warning over the eastern seaboard of Southern Luzon due to the northeast monsoon.
As a result, rough to very rough sea conditions are expected along the coastal areas of Catanduanes, including Pandan, Bagamanoc, Panganiban, Viga, Gigmoto, Baras and Bato.
