Tulfo wants private motor vehicle inspection suspended
MANILA, Philippines — Sen. Raffy Tulfo wants private motor vehicle inspection suspended, directing the Department of Transportation (DOTr) to thoroughly study the scheme and alleviate the burden of private vehicle owners in the country.
At the Senate panel on public services’ Monday hearing, Tulfo raised his concern about the inspection, flagging it as inefficient and burdensome.
“For me, I think the DOTr should suspend this private motor vehicle inspection. Suspend it for now. Study it in order to alleviate the burden of some private vehicle owners. It’s okay for me to continue this later on, but to those public vehicles,” he said in Filipino.
He then proceeded to question why it seems like private vehicles are “being targeted.”
Another topic raised during the hearing was the supposed absence of a thorough check-up on vehicle brakes, which Tulfo believes causes most of the road accidents.

“Are brakes being checked? That’s important, but you did not mention brakes. That’s the most important of all. That’s the reason why there are many accidents on the road,” he said in Filipino.

“For a brake test, it needed to be checked physically. Something needs to be removed on tires for us to see if the brake pad is still thick or now thin. Is that included?” he added.
At the end of Tulfo’s prodding was Atty. Greg Pua Jr. of the Land Transportation Office.
“As of now, wala pong (there is no) capacity,” Pua said.
This, however, did not sit well with Tulfo.
“There’s no capacity? Then that’s useless. We talked from the get-go that the reason why there are so many road accidents is because the brakes malfunction and yet it’s the one that’s missing? Useless,” he said in Filipino.
“We’re talking about preventing accidents and the safety of passengers. You told me there’s this thing called motor vehicle inspection before the registration and yet there’s no inspection of brakes. Useless,” he added.
