Canada introduces measures to combat fraud in Express Entry program

The Canadian government is stepping up efforts to safeguard the integrity of its immigration system by implementing measures to curb fraud in the Express Entry program.

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced that starting in spring 2025, Express Entry candidates will no longer receive additional points for having a job offer. This temporary policy change is aimed at reducing fraud by eliminating the incentive to illegally buy or sell labour market impact assessments (LMIAs) to improve candidates’ chances of being selected for permanent residency in Canada.

The new rules will apply to all candidates in the Express Entry pool, including those with job offers, as well as new applicants entering the system. However, candidates who have already been invited to apply or who have applications in progress will not be affected by the changes.

Minister Miller emphasized the importance of a fair and transparent immigration system while reaffirming Canada’s commitment to attracting top talent to meet the country’s economic needs. “We are taking important steps to reduce fraud while continuing to attract the skilled talent our economy needs,” said Miller. “Immigration has always been a cornerstone of Canada’s success, and we remain committed to welcoming the best and brightest to Canada so that everyone has access to the quality jobs, homes, and supports they need to thrive.”

The Express Entry system, introduced in 2015, is Canada’s primary application management tool for immigrants seeking permanent residency through programs such as the Federal Skilled Worker Program, the Federal Skilled Trades Program, the Canadian Experience Class, and portions of the Provincial Nominee Program.

The announcement builds on legislative changes introduced in June 2022, which granted the government greater flexibility to select immigrants with specific attributes aligned with Canada’s economic priorities, such as work experience in key sectors or knowledge of French.

This latest move underscores the government’s dedication to creating a fair, responsive, and well-managed immigration system while addressing issues that could undermine its credibility.
