Retired Army general named NTF-ELCAC chief

MANILA, Philippines — President Marcos has appointed a retired Army general as executive director of the government’s anti-insurgency task force.
Ernesto Torres Jr. was named executive director of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on March 28, the Presidential Communications Office said in a Facebook post yesterday.
The NFT-ELCAC was formed through Executive Order 70 signed by former president Rodrigo Duterte in 2018. It was envisioned to provide “an efficient mechanism and structure for the implementation of the whole-of-nation approach” in attaining “inclusive and sustainable peace.”
Torres, who retired this year, is a former commander of the Northern Luzon Command. He also served as chief of the Army’s 10th Infantry Division and the Armed Forces Civil Relations Service.
Other new appointees are Luis Carlos, who has been named acting postmaster general and chief executive officer of the Philippine Postal Corp., and Reynaldo Regalado who has been appointed commissioner of the Insurance Commission.
