Manila Mayor Francisco “Isko Moreno” Domagoso has ordered an investigation on the collapse of a Malate budget hotel that left two construction workers dead.

Domagoso said the investigation will determine who would be held liable for the building’s collapse.

The budget hotel branch in Malate, which was due for demolition, collapsed at around 9:30 a.m. on Monday, according to first responders.

Based on the office of the building’s records, the demolition of the hotel began in August after its management was issued a permit.

According to Levi Facundo, chief of the city’s Bureau of Permits, the hotel had a permit to operate issued in 2004. It has yet to be determined when it started operations and why the hotel was being torn down.

Facundo said the hotel has a business permit under Golden Breeze Realty Inc. valid until December 31 this year.

The hotel’s insurance policy covers up to P5 million in expenses for body injuries and property damage caused to a third party.

“Liability will come later, we’ll find out. I will task the City Engineer’s Office to find out if there is fault,” Domagoso said.

During the retrieval operations on Sept. 23, the personnel recovered the body of Melson Ison after almost six hours.

His brother, Edson Ison, helper was rushed to the Philippine General Hospital around noon after he jumped out of the building.

Rescuers were able to retrieve the body of Jerome Fabello, the second laborer who was killed after a concrete slab and a beam fell on
