A new tropical cyclone developed inside the Philippine Area of Responsibility (PAR) as another left the country on Sunday, the state-run weather bureau said.
“Kabayan,” which became a tropical depression at 3 a.m., was spotted at 390 kilometers west-northwest of Laoag City, Ilocos Norte outside PAR at 10 a.m., the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.
It carried maximum sustained winds of 45 kilometers per hour (kph) near the center and gustiness of up to 55 kph. It moved northwest toward the South China at a speed of 20 kph but Pagasa weather specialist Meno Mendoza said it did not have a direct effect in the country but was enhancing the southwest monsoon.
A low pressure area (LPA) at the eastern part of Mindanao has developed into a tropical depression and was named “Liwayway” at 8 a.m.
It was last spotted at 405 km east-northeast of Hinatuan, Surigao del Sur. It was carrying maximum sustained winds of 45 kph near the center and gustiness of up to 55 kph. It was moving northwest at a speed of 20 kph.
Pagasa did not expect Liwayaway to make landfall and said the tropical depression would exit PAR on Thursday.
Although Liwayway did not have a direct effect on any part of the country, its trough was bringing scattered light to moderate rains with at times heavy rain showers over Caraga and the Davao Region. DIVINA NOVA JOY DELA CRUZ
