Manila business permits OK’d in 1 day

Manileños applying for business permits would finally get their papers in just one day starting on July 22.
Manila Mayor Francisco “Isko Moreno” Domagoso has signed an executive order creating a one-stop shop catering applications for business permits to promote ease of doing business in the nation’s capital.
Domagoso signed Executive Order No. 8 on July 8 establishing the “Business One Stop Shop” or “BOSS” which reduces the processing time from the current 11 steps and 11 windows to just three steps in one window and the permit to be released in one day.
The year-round BOSS will be launched on July 22.
“Dati, maghihintay ka pa ng pagkatagal-tagal bago makuha ang permit. Minsan, mga walong araw o humigit pa, ngayon, isang araw na lang makukuha mo na ang permit niyo,” he said.
“This is one way of fulfilling our promise to Manileños that we will promote ease of doing business in the City of Manila,” Domagoso said.
Domagoso signed the order in line with Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
The executive order streamlines the issuance of local business licenses, clearances, permits, certification and authorizations, as well as manage the flow of documents among departments and offices.
The order defines BOSS as a “single common site or location for Business Permits and Licensing System of a local government unit to receive and process application, receive payments, and issue approve licenses, clearances, permits, and authorizations.”
It added that the receiving, processing, and issuing of business permits and licenses “shall be made solely within BOSS as soon as practicable, in compliance with existing ordinances, issuances, rules, and laws.”
“Towards this end, evaluation and improvement of transaction systems and procedures shall be made to conform with the new streamlined system,” the order said.
Aside from the Bureau of Permits and the License Division, the mayor also included in the one-stop shop the City Treasury Cash Division, City Planing and Development Office Zoning Division, City Engineering and Building Office, including its Electrical Division, Manila Health Department, Electronic Data Processing, and other regulatory offices.
Meanwhile, Domagoso ordered cops to respect human rights in the capital city’s campaign against illegal drugs.
Domagoso said he supports the administration’s war on drugs but he ordered police to protect human rights.
“‘When it comes to crimes and killings, I cannot guarantee to end because it can happen anywhere in this world but with regards to the policy and guidance, I have a simple reminder: Run after someone selling illegal drugs,” he said.
He also underscored that drug addiction is a major health concern that needs to be addressed.
“Gamutin, tulungan, kalinganin ng estado ang mga biktima ng nagbebenta ng droga. Ito ‘yung mga adik; igalang ang karapatang pantao ng mga suspect,” he added.
The mayor said police can’t be aggrieved and they have a right to self defense.
“At the same time, pangalagaan ang mga pulis ang kanilang kaligtasan. Meron ding mahal sa buhay ang mga iyan. Kung nailagay sila sa sitwasyong alanganin, bagay na dapat naman nilang proteksyonan ang sarili nila,” he said. (Erma Edera)
