SEN. Panfilo Lacson on Sunday claimed to have discovered another anomaly in the Philippine Health Insurance Corp. (PhilHealth) that might involve Health Secretary Francisco Duque 3rd, which he believes would lead to the filing of a plunder case against the latter.
Asked if he had another exposé against Duque, Lacson said, “Meron na naman, mas malaki pa (Yes, there is, and it’s even bigger).”
“Mas grabe pa ‘di lang ito lease ng building niya kundi may family corporation involved na meron na naman kinalaman tungkol sa PhilHealth o tungkol sa DoH (Department of Health) mismo (This is more serious. It is not only about the lease of his building [by PhilHealth] but the family corporation is again involved in PhilHealth and DoH itself),” Lacson said.
“May hinihintay pa akong last document. May hawak akong mga dokumento. Karamihan ng document na dumarating sa amin, galing din sa loob eh (I’m just waiting for the last document. I have documents already. Most of these documents we receive come from insiders),” he added.
The senator said he would share this new information with President Rodrigo Duterte once he gets all the documents.
“Sa ngayon substantial. Pero mas maganda ang makarating hanggang logical conclusion (It’s substantial. But it would be better if it reaches logical conclusion),” he said.
Pressed whether his would-be exposé could be used to file charges against Duque, Lacson said, “Maliwanag na plunder. Isang dokumento na lang hinihintay ko (It’s definitely plunder. I’m just waiting for one document).”
Lacson said PhilHealth and DoH employees were helping him gather the documents to expose the irregularities in their respective agencies.
“Kasi sa tinagal-tagal ng panahon nakikita nila ang namumuno sa PhilHealth pinaglalaruan ang pera (Because they saw that through the years the PhilHealth management misused the money),” he said.
“Ang kwenta nila for the last five years lang, P154 billion ang nalustay. ‘Yan ang kwento nila [sa akin] (By their estimate, for the past five years, about P154 billion was misappropriated. That’s what they told me),” Lacson added.
