Kuwait working to arrest suspect in rape of Filipina

Kuwaiti Ambassador to the Philippines Musaed Saleh Ahmad Althwaikh said yesterday that an all-points bulletin has been issued to police and immigration posts in Kuwait and other Gulf Cooperation Council member states for the arrest of a Kuwaiti national who allegedly raped a Filipina household worker in that country early this month.
The Kuwaiti envoy made this disclosure after the Philippine government raised its concern over the rape of the Filipina worker.
Althwaikh told officials of the Department of Foreign Affairs that the suspect, Fayed Naser Hamad Alajmy, a 22-year-old Kuwaiti Police Officer, has been charged with rape under Article 186 of Kuwait Penal Law No. 16/1960.
Under the Kuwaiti law: “Anyone having sexual intercourse with a woman without her consent, through the use of force, threats, or deception, shall be liable to the death penalty or life imprisonment. If the offender is an ascendant of the victim or one of the persons entrusted with her upbringing or welfare or vested with authority over her, or a servant or a servant of any of the above-mentioned persons, he shall be liable to the death penalty.”
Althwaikh assured the Philippine government that Kuwait is exerting all efforts for the speedy arrest of the suspect.
The victim, whose name is being withheld, had started working for her employer together with three other Filipina household service workers, including a family member.
Philippine Embassy Chargé d’Affaires Mohd Noordin Lomondot said the suspect assisted the Filipina worker in the finger scanning registration at the airport upon her arrival in Kuwait on June 4.
Later, the young Kuwaiti police officer reportedly kidnapped and assaulted the OFW. (Roy Mabasa)
