NBI: No one has come forward yet to file complaint vs Kapa

MANILA, Philippines — The National Bureau of Investigation (NBI) admitted Friday that no one has filed a complaint yet against Kapa Community Ministry International (Kapa Ministry) for its alleged involvement in investment scams.
“As of this time, wala pang private complainants or victims na gustong magfile ng reklamo kasi nakakatanggap pa sila ng interest,” NBI-National Capital Region (NBI-NCR) Director lawyer Cesar Bacani said at a press conference, referring to the 30 percent interest promised by Kapa.
(At this time, there are still no private complainants or victims wanting to file a case because they are still receiving interests [from their donations].)
The NBI said Kapa has asked its members to donate a minimum of P5,000 which will earn a 30 percent “blessing” or interest monthly.
Bacani said Kapa was making investments, but it is still unsustainable.
He said this will eventually blow up in the face of the members since there is a daily P100 million payout for the interests and no source of earnings for the investments given by around 5 million members.
“Hind kayang i-sustain ng sinasabing business na yun na i-ge-generate na interest na dapat ibigay nila roon sa kanilang mga investors or donors,” Bacani said.
(These businesses do not generate enough income to pay off interests for investors or donors.)
On Monday, the NBI conducted a raid in the ministry’s offices armed with search warrants.
Bacani said they will file complaints based on the result of the implementation of search warrants next week.
However, he said that instead of syndicated estafa, the NBI will file a complaint for violation of the Securities and Regulation Code.
“Basta yung na-serve namin na search warrants last Monday definitely by next week naka-file na lahat yung corresponding case (With regards to the search warrants which were served last Monday, we will definitely file cases by next week),” said Bacani. (Editor: Eden Estopace)
