More power projects get CEPNS from Energy dept

SEVERAL power projects, including that of an Aboitiz Group unit, have been classified as energy projects of national significance, the Department of Energy (DoE) announced on Wednesday.
According to the department, the Energy Investment Coordinating Council, which it heads, issued certificates of energy project of national significance (CEPNS) for pre-development phase to SN Aboitiz Power Inc.’s Alimit Hydroelectric Power Plant in Ifugao province and state-run PNOC Exploration Corp. to its Service Contract (SC) 59 in offshore southwest Palawan province.

Another government-run firm, the National Power Corp. (Napocor), secured CEPNS for commerciality for its Palawan grid-development projects: Brooke’s Point-Bataraza Transmission Line Project; Taytay-El Nido 1 and 2 Transmission Line Project; Alimanguhan Switching Station-San Vicente Transmission Line Project; Alimanguhan Switching Station Projects; 5-megavolt ampere (MVA) Bataraza Substation Project (5 MVA); Brooke’s Point Substation Expansion Project; El Nido Substation Project; San Vicente Substation Project Taytay Substation Project; and 5-MVA Taytay Substation Project.

It also bagged certification for its Palawan island service-delivery improvement projects: Agutaya Diesel Power Plant (2 x 100 kilowatts or kW); Araceli Diesel Power Plant (2 x 30 kW and 1 x 200 kW); Balabac Diesel Power Plant (3 x 200 kW); Batas Diesel Power Plant (1 x 100 kW); Bisucay Diesel Power Plant (2 x 50 kW); Bulalacao Diesel Power Plant (2 x 100 kW and 1 x 50 kW); Cabugao Diesel Power Plant (1 x 50 kW); Cagayancillo Diesel Power Plant (2 x 200 kW); Calandagan Diesel Power Plant (2 x 50 kW); Culion Diesel Power Plant (2 x 500 kW and 1 x 300 kW); Cuyo Diesel Power Plant (2 x 100 kW and 1 x 600 kW); Debangan Diesel Power Plant (1 x 100 kW); and Depla Diesel Power Plant (1 x 100 kW).

Napocor’s Galoc Diesel Power Plant (1 x 30 kW); Linapacan Diesel Power Plant (2 x 200 kW and 2 x 100 kW); Manamoc Diesel Power Plant (2 x 100 kW); Mangsee Diesel Power Plant (2 x 300 kW); Maracañao Diesel Power Plant (2 x 20 kW); Maroyogroyog Diesel Power Plant (1 x 20 kW and 1 x 30 kW); Meytegued Diesel Power Plant (1 x 100 kW); New Ibajay Diesel Power Plant (2 x 75 kW); Panlaitan Diesel Power Plant (1 x 100 kW); Pical Diesel Power Plant (1 x 100 kW); Ramos Diesel Power Plant (2 x 20 kW); Rizal Diesel Power Plant (2 x 300 kW); and San Isidro Diesel Power Plant (1 x 50 kW) were also certified.

Meanwhile, the National Grid Corp. of the Philippines (NGCP) received the CEPNS for its La Trinidad-Calot 69-kilovolt (kV) Transmission Line Project; Cebu-Lapu Lapu 230 kV Transmission Line Project; Nabas-Caticlan-Boracay 230 kV Transmission Line Project; Amlan-Dumaguete 138 kV Transmission Line Project; Babatngon-Palo 138 kV Transmission Line Project; Nasipit Substation Bus-In; Tacurong-Kalamansig 69 kV Transmission Line Project Kabacan Substation; San Francisco Tandag 138 kV Transmission Line Project; and Maco-Mati 138 kV Transmission Line Project.

The country’s grid operator also secured CEPNS for its Cebu-Negros-Panay 230 kV Backbone Stage 1; Cebu-Negros-Panay 230 kV Backbone Stage 1; Cebu-Negros-Panay 230 kV Backbone Stage 1; Laray 230 kV Substation Project; Cebu-Bohol 230 kV Interconnection Project; Balo-I-Kauswagan 230 kV Transmission Line (Formerly Balo-I-Kauswagan-Aurora 230 kV Transmission Line Phase I); Mindanao-Backbone 230 kV Transmission Project; and Balo-I-Kauswagan 230 kV Transmission Line (Formerly Balo-I-Kauswagan-Aurora 230 kV Transmission Line Phase II) transmission-reinforcement projects.

The issuances are in line with Executive Order 30, signed by President Rodrigo Duterte in June 2017, which seeks to streamline the regulatory procedures and requirements relevant to the development of energy investments in the country.

It gives project proponents presumptive prior approval and 30-day facilitation from all concerned government agencies. An application is deemed approved if not acted upon within five days after the 30 days lapse.

As of end-April, the council has received 352 applications for EPNS. Of the total number, 281 were accepted and 71 were rejected.
