Comelec defers payment of P1.4B to suppliers over defective poll equipment

THE Commission on Elections (Comelec) will withhold some P1.4 billion in payments to suppliers, including the state-run National Printing Office (NPO), over defective election paraphernalia, an official said on Wednesday.
Commissioner Rowena Guanzon identified these suppliers as Nextix, Inc., supplier of voters’ registration verification machines (VRVMs), Triplex for the defective marking pens, and the joint venture of S1 Technologies and Silicon Valley Computer Group for the secured digital (SD) cards.
The total contract price for the VRVMs is P987.1 million; P153.8 million for the marking pens; and P22.6 million for the SD cards.
As for the NPO, Guanzon said it sub-contracted the printing of the voter information sheet, amounting to some P244 million in violation of the Commission on Audit (COA) rules.
Guanzon added that the contracts were now being reviewed by the Comelec law department.
