Luzon grid on red alert after quake

THE National Grid Corporation of the Philippines (NGCP) raised a red alert in the Luzon grid following a 6.1 magnitude earthquake that hit most of Luzon on Monday afternoon.

“[T]he earthquake caused a drop in the available capacity of 2009 MW and brought System Frequency to 58.87 Hz. Immediately thereafter, the Automatic Load Drop caused the system to lose a demand of 2,193 MW, which brought the System Frequency to 61 Hz,” NGCP said in a statement.

In its advisory, NGCP said affected power plants were GN Power in Mariveles,SMC Consolidated Power Corporation (SCPC) in Limay, both in Bataan; Anda in Pampanga, and the two units of Kalayaan plants in Caliraya, Laguna.

It said Kalayaan Units 1 to 4 and Anda were available.

“SCPC Units 1 and 4 are likewise available but Units 2 and 3 suffered a raptured disc. This can easily be repaired, according to the plant managers,” NGCP said.

The power situation from the GN Power and Limay plants have yet to be confirmed, the NGCP said.

The NGCP said power has been restored in Pangasinan, La Union, and parts of Pampanga while restoration of power in parts of Pampanga and Bataan were ongoing.

The earthquake also caused power interruptions in the provinces of Quezon, Batangas, Camarines Sur, and Sorsogon but power has since been restored.

The NGCP said it was still assessing the extent of the damage, adding that the aerial and foot patrol would commence “as soon as the situation is safe.”

“The normalization of the system is ongoing and Market Intervention in the Wholesale Electricity Spot Market is in effect,” it added.

The Department of Energy (DoE) also activated the Task Force Energy Resiliency (TFER).

“In the event that the affected facilities and capacities will be unable to come online, the occurrence of power outages is probable,” DoE said in a statement. EIREENE JAIREE GOMEZ
