UPDATE: Luzon grid on red alert but no power interruption expected–DoE

FOR the first time this year, the Luzon grid will be placed on red alert today, Wednesday.
The National Grid Corp. of the Philippines (NGCP) said the red alert would be up from 11 a.m. to 1 p.m. and 2 p.m. to 4 p.m.
In a separate advisory, the Department of Energy (DoE) said the highest alert was declared because of the projected high demand and that certain power plants were either offline or not operating at full capacity, resulting in lower reserves.
Sual U1 (647 MW), SLPGC (150 MW), Pagbilao U3 (420 MW), and SLTEC U1 (135 MW) are on unscheduled outage while Malaya U1 (300 MW) and Calaca U2 (300 MW) have reduced reserve levels
Available capacity is at 10,625 megawatts (MW) while peak demand is at 10,313 MW.
The NGCP defines red alert as a system condition when there is zero ancillary service (AS) or a generation deficiency exists.
The DoE said it did not expect any power interruption because there were 174.6MW available under the Interruptible Load Program (ILP) within the Manila Electric Co.’s (Meralco) franchise area.
ILP is a scheme which aims to help alleviate supply deficiencies in the power grid by voluntarily reducing the amount of load connected to the distribution grid during the peak hours of the day, according to Meralco’s website.
“The distribution utilities, specifically Meralco, have already notified the ILP participants to activate their self-generating facilities (SGFs) during the mentioned intervals which resulted to the de-loading of 174.3 MW… This, along with the energy efficiency and conservation program exercised by the customers, may prevent the potential power interruption within its franchise area,” the DoE said.
