An agreement was sealed between the Department of Trade and Industry (DTI) and Technical Education and Skills Development Authority (Tesda) to promote the construction industry amid the government’s aggressive infrastructure drive.

“The said agreement aims to develop and implement programs in a smooth and effective manner on the basis of equality, reciprocity, and mutual benefit to accelerate the delivery of the Build, Build, Build Program by providing competent construction manpower,” DTI said in a statement on Friday.

The DTI said the agreement was made through the Construction Industry and Authority of the Philippines (CIAP) and DTI’s Construction Manpower Development Foundation (CMDF). The deal mandates Tesda and CMDF to conduct internal and external trainings for capacity building.

CMDF’s Construction Manpower Development Center in Cavite could be used as venue for training and construction assessment programs, DTI said.

The training materials to be provided by CMDF to Tesda trainings will be “synchronized and anchored” to the Philippine Qualification Framework (PQF) which is the “national policy describing the levels of educational qualifications and sets the standards for qualification outcomes.”

Apart from this, CMDF is also making its project Enhanced Construction Managers’ Training and Certification Program (ECOMTCP) parallel to PQF. ECOMTCP is CMDF’s program that provides credits to professionals under the Continuing Professional Development (CPD) Law of 2016.

“The learning activities professionals engage in [aim] to develop and enhance their abilities, as a mandatory requirement in the renewal of professional license and accreditation system for the practice of professions,” DTI said.
