CHR hits school violence in wake of ROTC cadet’s death in Iloilo

MANILA, Philippines — “Violence should never be allowed in schools and universities.”
The Commission on Human Rights (CHR) said this in a statement issued on Tuesday following the death of Willy Amihoy, a student and Reserve Officer Training Corps (ROTC) cadet at the Iloilo State College of Fisheries (ISCOF) in Dumaguete, Iloilo.
On Monday, Amihoy was found dead inside a toilet after an altercation with Elmer Decilao, ROTC corps commander of their school.
Decilao was detained at the Dumangas Municipal Police Station to face charges over the death of Amihoy.

The CHR lamented that both students were under ROTC training, which was meant to improve one’s physical and social well-being.
“It is unfortunate that both were under a national program meant to develop physical, moral, spiritual, intellectual, and social well-being,” CHR spokesperson Jacqueline de Guia said.
The CHR also urged the government to allow due process to determine the “appropriate sanctions to the perpetrator of the crime.” /atm
