MANILA City Mayor Joseph Estrada has offered a P200,000 reward to anybody who can provide information on the identity of the truck driver and the owner of the siphoning truck, which was caught on close circuit television (CCTV) dumping human waste in a canal in Malate, Manila.
In a press briefing on Monday, Estrada said he would give P100,000 for the information on the identity of the driver and truck owner and another P100,000 when the suspects have been charged and sentenced by the court.
“Matagal na akong hindi nakakasapak eh. Sasapakin ko talaga yan pag nahuli. Hindi gawain ng matinong tao yung magtatapon ka ng dumi sa kalye,” Estrada said.
(It’s been quite awhile since I punched somebody. I will really punch them. Throwing waste in the streets is not the handiwork of someone with a right frame of mind.)
Estrada said he also ordered Manila Police District Director Vicente Danao to run after the owner of the truck, adding that coordination has also been made with the Land Transportation Office (LTO).
Based on CCTV, the plate number (TNV-48) of the truck was intentionally folded to hide the last number.
In the video, the truck was parked along Pablo Ocampo St. in Malate Manila, in front of the Century Park Restaurant, while discharging its human waste cargo in a canal directly connected to the Manila Bay in violation of the Clean Air Act, among other laws.
The incident happened last February 4.
Estrada said the incident was “politically motivated” and meant to put his administration in a bad light, considering that the campaign season would start on March 29.
“Sinasabotahe ako ng mga kalaban ko sa pulitika. Kilala ko naman kung sino sila,” Estrada said even as he did not identify who among his two mayoralty opponents – former Manila Mayor Alfredo Lim at former Vice Mayor Isko Moreno – was his suspect.
(I am being sabotaged by my political opponents. But I know who they are.)
The MPC chief called on the truck driver to voluntarily surrender, adding that a siphoning firm was being investigated but did not identify it pending results.
“This is a well-known company but we are still gathering additional evidence. This firm has a lot to explain once we confirm that it owns the truck,” Danao said. WILLIAM B. DEPASUPIL
