BTA set to be formed

President Duterte is counting on the soon-to-be constituted 80-member Bangsamoro Transition Authority to ensure “effective governance” in the proposed new autonomous region.
Presidential Adviser on the Peace Process Carlito Galvez Jr. said they started to vet the people to constitute the BTA or the interim government in the Bangsamoro Autonomous Region in Muslim Mindanao and submit their names to the President for approval.
According to Galvez, the President wants the BTA members to have “no record of corruption” and be “sincere public servants.”
“Sinasabi nga ni Presidente na dapat mayroong good governance, mayroong effective governance na mangyayari. Kasi kahit na maganda ang law, and then hindi natin ma-implement nang mabuti kaya iyon ang inano po ni Presidente na, pre-requirements niya na kailangan no record of corruption at saka sincere public servant po,” he said over government radio last Saturday.
Galvez said the Moro Islamic Liberation Front has nominated 41 representatives to the BTA while the government considered 39 individuals. Of the BTA nominees, nine come from the Moro National Liberation Front.
“It will be multi-sectoral and there will be equitable representation from the different provinces,” Galvez said. “Hinihintay na lang po namin iyong authorization sa BTA at appointment na galing sa ating mahal na Presidente, once na napirmahan na po iyon, magkakaroon na po tayo ng tinatawag na transition,” he said.
The transition process will begin soon after the Commission on Elections has formally declared the ratification of the law creating the BARMM in a plebiscite.
The transition period was tackled by Galvez in his meeting with MILF Chairman Murad Ebrahim and Autonomous Region in Muslim Mindanao Gov. Mujiv Hataman last Wednesday. (Genalyn Kabiling)
