Garins face criminal, administrative raps over mauling of police officer in Iloilo

Iloilo Mayor Oscar Garin may be stripped off his authority over local police as the Department of Interior and Local Government (DILG) will file “criminal and administrative charges” against him and his son, Iloilo Rep. Oscar “Richard” Garin, before the proper courts for allegedly the mauling an officer after Christmas Day.
“We will make sure that justice will be served and [we] will run after local chief executives who [will] abuse their authority,” DILG Secretary Eduardo Año said in a statement released on Thursday.
The DILG cited Section 61 of the Local Government Code of 1991, which states that “administrative charges may also be filed against Mayor Garin at the Sangguniang Panlalawigan for abuse of authority, oppression, and misconduct in office.”
The mayor and his son attacked PO3 Federico Macaya Jr. on December 26 over his alleged inaction on a case that the Garins had asked him to settle.
“What the congressman and the mayor did was abuse of authority and display of arrogance; a conduct unbecoming of men in authority and well-deserving of punishment. I will not tolerate this kind of behavior and will order the removal of Mayor Garin’s deputation authority over the Guimbal police once the investigation results are out,” Año said.
Año also said that the DILG would also recommend sanctions against Garin’s son who handcuffed, beat up and spat on Macaya in public.
Chief Supt. John Bulalacao, Western Visayas Police regional director, has asked the National Police Commission not only to remove Garin’s authority over the police but also to recall his escorts.
Bulalacao said that the PNP would also be filing criminal charges against Mayor Garin for grave threat and against Rep. Garin for “physical injuries, alarm and scandal, direct assault against an agent of person in authority and grave coercion.” DIVINA NOVA JOY DELA CRUZ
