Public works district engineer caught on video negotiating with prospective contractor for road project

A DISTRICT engineer of the Department of Public Works and Highways (DPWH) is in hot water for alleged corruption, the Presidential Anti-Crime Commission (PACC) said on Tuesday.

PACC Commissioner Greco Belgica showed a six-minute video of District Engineer Lorna Ricardo of the DPWH-Cordillera Admnistrative Region (CAR) haggling with an unidentified representative of a contractor bidding for a special development road project.

Ricardo promised to award the contract to the unidentified contractor and was asking for a 10 percent down payment or P10 million out of the P100 million project.

Belgica said the embattled official was invited to shed light on the video but did not arrive.

DPWH Legal Chief Rodil Millado said that the concerned official would be investigated and if evidence warrants criminal and administrative charges would be filed. WILLIAM B. DEPASUPIL
