AFP chief eyes task force vs insurgency
Armed Forces chief Gen. Carlito Galvez Jr. on Sunday said the military will ask President Rodrigo Duterte to activate a task force whose sole duty will be to end the communist insurgency.
Galvez said the military has been victorious in its fight against the New People’s Army, the armed wing of the Communist Party of the Philippines.
However, he said government civilian agencies “are not integrated to combat the CPP-NPA.”
Galvez explained that the country is facing “multi-threat conditions” and that the CPP and NPA employ two tactics — political and armed struggle.
He said the communist movement was “very potent” in conducting parliamentary struggle “because they want to infiltrate government agencies and our political system.”
“That is why we are asking for an [Executive Order] for a national task force to end the communists, for it to be activated in order to end insurgency,” Galvez said.
The proposed task force will be composed of representatives from different government agencies.
“In countering insurgency, we have what we call the soft and lethal approach, but we are needing more support on the soft approach,” Galvez said, explaining that the soft approach would involve no firearms.
