Chelsea, Mega7 offers endorsed

Proposals to expand, operate and manage the Davao and Kalibo international airports are expected to move forward with the firms involved likely to be granted original proponent status within the year.

Transportation Undersecretary Ruben Reinoso Jr. said his department had endorsed project proposals to the Civil Aviation Authority of the Philippines (CAAP), which has jurisdiction over the two provincial airports.

Dennis Uy-led Chelsea Logistics Holdings Corp. wants to modernize the Davao International Airport with an investment of “around P49 billion,” he said.

Mega7 Construction Corp.’s bid for the Kalibo International Airport, meanwhile, has been given a new lease in life. The Transportation department previously rejected the offer due to the firm’s lack of expertise but last month, Reinoso said that Mega7 had secured a partner “with experience.”

“[CAAP is] now looking into the details of the proposal and they will invite the proponent for … [a]discussion on the content of the proposal and come into conclusion or agreement on whether it is acceptable…,” he told reporters on Tuesday.

Once the CAAP approves the proposals, these will be endorsed to the National Economic and Development Authority’s Investments Coordination Committee for consideration, Reinoso added.

Transportation Secretary Arthure Tugade is targeting the issuance of original proponent status “within the year”, he said.
