‘Shift to federalism can’t be rushed’
A FEDERAL system of government is better suited to the culture of the people, but it must be fully discussed among the people, the Wallace Business Forum said.
According to the group, shifting to federalism should not be rushed, because there are many considerations involved.
“It cannot be rushed, and its cost (should be) well-researched and acceptable,” Wallace Business Forum Chairman Peter Wallace said.
Preparing a draft federal Constitution is not the ideal way to do the shift, the group said.
“It must also just state the general philosophy of a country, not the overdetailed legalized draft the Consultative Committee presented.
The 23-member panel, led by former Chief Justice Reynato Puno, already submitted to Congress the draft charter that would be the basis for the shift.
“That detail belongs in law, not a Constitution,” the WBF chairman said.
According to him, the shift is not advisable now, as Congress is too occupied with many bills.
“Before 2022, not 2019,” he added.
