UPDATE 2: 10 people dead, over 1M affected by floods, rains in Luzon — NDRRMC
TEN people died and more than a million people were affected by the monsoon-induced heavy rains and floods that swamped most parts of Luzon, the National Disaster Risk Reduction and Management Council (NDRRMC) and police said on Monday.
In a report, the NDRRMC identified the three fatalities as Dioscoro Camacho, 36, a resident from Nangka village in Marikina City; Gloria Borlongan Mendoza, 61, from Old Balara village in Quezon City; and Edgar Bugaay, 50, from San Antonio village in Quezon City who was initially reported as missing.
All three drowned, the NDRRMC said.
Citing a report from the Department of the Interior and Local Government’s management of the dead and missing, Bugaay fell down into a creek and was swept by strong currents at about 1 p.m. on Sunday. His body was recovered at 2:30 a.m. in Sto. Domingo village on Monday, the Quezon City Police District (QCPD) said.

The Manila Police District (MPD) said it recorded one death but failed to provide details.
In Olongapo City, the Office of Civil Defense (OCD) in Central Luzon said an unidentified female teen allegedly jumped into the river where she drowned. Her body was retrieved by the Olongapo Fire and Rescue Team along Vista Marina Light House at 7 a.m. on Monday.
Supt. Avelina de Guzman, Olngapo City police spokeswoman, said the teen was with four others, described as minors, who also jumped into the river but only she drowned while her peers were rescued.
The Cordillera Administrative Region (CAR) police reported five dead because of electrocution and drowning.
Those who were electrocuted were identified as Kimjay Atting 23, in Buguias, Benguet and Eduardo Sobremonte Jr., 30, a resident of Dontogan village in Baguio City.
Atting was holding an umbrella when it hit a loose live wire cable along the road.
Sobremonte was caught by a live primary line of an electric wire that was cut because of strong winds.
The CAR police also recorded two other fatalities.
Christopher Lagario, 32, was found dead outside the skating rink at Burnham Park in Baguio City on Saturday although are police are investigating the cause of his death.
The Tuba Municipal Police Station recovered the body of Mencio Amitem, 57, who was reportedly washed away by strong currents along the canal of Marcos highway at Lower Dontogan in Baguio City on Saturday night.
Millions affected
Meanwhile, the NDRRMC said there were more than 200,000 families or more than a million of persons affected in 713 villages in different regions of Luzon.
A total of 248,080 families or 1,057,767 persons were from the regions of Calabarzon, Ilocos Region, Central Luzon, CAR and Metro Manila.
Of the number, 13,724 families or 59,108 persons are housed inside evacuation centers.
The NDRRMC also said a total of 3,178 houses were damaged in Ilocos and Central Luzon regions with 51 totally damaged and 3,127 partially.
Heavy rains also resulted in the overflow of water in Purok Magsaysay in Baguio City; damaged a bridge in Rizal; destroyed ripraps and a wall in Baguio City; caused landslides in Antipolo, Rizal and Bangued, Abra; led to swelling of streams in San Quintin, Abra; and soil erosion also in Baguio City.
