Ease of Doing Business IRR to be finalized in 2 months

THE implementing rules and regulations (IRR) of Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, is expected to be finished by October, a Trade official said on Tuesday.

In a presentation to the Management Association of the Philippines (MAP) general membership meeting in Makati City, Trade Undersercretary for the Competitiveness and Ease of Doing Business Group Rowel Barba said that “since the law became effective on June 17, we have until October 22…to come up with the IRR.”

Signed by President Rodrigo Duterte in May, RA 11032 mandates government agencies to comply with the prescribed processing time for business transactions.

It also requires local government units to streamline procedures in issuing business permits, clearances, and other kinds of authorization by implementing a unitfied application system.

For simple business transactions, processing time would take only three working days; complex ones, within seven; and highly technical ones, within 20.

“There is already a working draft for the IRR…[but]we have to consult first with other government agencies” on defining such transactions, Barba said.

According to Trade Assistant Secretary Jean Pacheco, the government will also hold roadshows and consult local government agencies and the private sector about the IRR because these would impact them.

“[W]e want to make sure that this is broad-based and comprehensive,” she said.

MAP President Ramoncito Fernandez said the private sector would help the government in improve ease of doing business in the country, calling it one of his organization’s “top priority programs.”
