SWS: Satisfaction with Duterte Cabinet, Congress, Supreme Court drops in Q2

THE net satisfaction ratings of the Supreme Court, Congress and President Rodrigo Duterte’s Cabinet continued to drop in the second quarter of 2018, according to the latest Social Weather Stations (SWS) survey.

The poll from June 27 to 30 among 1,200 adults nationwide showed that 57 percent were satisfied while 17 percent were dissatisfied with the Senate’s performance, setting a “good” +41 rating in the second quarter.

This, according to SWS, was down four points from the its first quarter “good” +45 mark and was the Senate’s lowest rating since the similar good +41 during 2016’s second quarter.

“The four-point decline in the overall net satisfaction rating of the Senate was due to decreases of 15 points in Balance Luzon and two points in Mindanao, combined with increases of 15 points in Metro Manila and three points in the Visayas,” SWS said.

The Senate’s net satisfaction rating fell by one grade from very good to good in Balance Luzon, down by 15 points from +52 in March 2018 to +37 in June 2018. It stayed good in Mindanao, although down by two points from +41 in March 2018 to +39 in June 2018.

However, the Senate’s satisfaction rose by one grade from moderate to good in Metro Manila, up by 15 points from +28 in March 2018 to +43 in June 2018. It stayed good in the Visayas, up by two points from +47 in March 2018 to +49 in June 2018.

Results of the second quarter survey also showed that 45 percent satisfied and 20 percent dissatisfied with the performance of the House of Representatives, yielding a +25 in June 2018.

This was down 10 points from its first quarter’s “moderate” +35 and was the House’s lowest rating since the moderate +16 in December 2015, according to SWS.

SWS said that the 10-point decline in the overall net satisfaction rating of the House of Representatives was due to the decreases in all areas except Metro Manila.

The net satisfaction rating of the House fell by one grade from good to moderate in Balance Luzon, down by 16 points from +34 in March 2018 to +18 in June 2018. It also fell by one grade from good to moderate in Mindanao, down by 14 points from +40 in March 2018 to +26 in June 2016.

The House’s satisfaction rate stayed good in the Visayas, although down by three points from +39 in March 2018 to +36 in June 2018. It stayed moderate in Metro Manila, hardly moving from +28 in March 2018 to +29 in June 2018.

Meanwhile, satisfaction ratings for both the Supreme Court and the Cabinet stayed “moderate” at +19 and +25, respectively.

The High Court’s rating hardly moved from March 2018’s +20 to June 2018’s +19.

SWS said this was the lowest net satisfaction rating of the Supreme Court in six years since the moderate +13 in May 2012.

The one-point decline in the overall net satisfaction rating of the Supreme Court was due to single-digit decreases in the Visayas, Balance Luzon, and Metro Manila, combined with a five-point increase in Mindanao.

The Supreme Court’s net satisfaction rating fell by one grade from good to moderate in the Visayas, down by seven points from +33 in March 2018 to +26 in June 2018. It stayed moderate in Balance Luzon, although down by two points from +19 in March 2018 to +17 in June 2018.

The High Court’s satisfaction rate stayed neutral in Metro Manila, although down by two points from +6 (correctly rounded) in March 2018 to +4 in June 2018. It stayed moderate in Mindanao, up by five points from +20 (correctly rounded) in March 2018 to +25 in June 2018.

The satisfaction rating for Duterte’s Cabinet, meanwhile, dropped three points from +28 in March 2018 to +25 in June 2018.

This is also the lowest in over two years since the moderate +22 in April 2016, according to SWS.

The three-point decline in the overall net satisfaction rating of the Cabinet was due to single-digit decreases in Balance Luzon, Metro Manila, and Mindanao, combined with a one-point increase in the Visayas.

The net satisfaction rating of the Cabinet stayed moderate in Balance Luzon, although down by five points from +28 in March 2018 to +23 in June 2018. It also stayed moderate in Mindanao, although down by two points from +23 in March 2018 to +21 in June 2018.

The Cabinet’s satisfaction rate fell by one grade from good to moderate in Metro Manila, down by two points from +30 (correctly rounded) in March 2018 to +28 in June 2018. It stayed good in the Visayas, hardly moving from +31 in March 2018 to +32 in June 2018.

Responding to the survey results, Palace spokesman Harry Roque Jr. said the drop in the Cabinet’s satisfaction rate would inspire them to strive more to improve the delivery of services.

“I note also that in the SWS, virtually, everyone in government got lower scores. But we will try better in the coming days. And we will probably have a… This will probably be included in the next agenda meeting on the sixth on Ways and Means to communicate better the achievements of the Cabinet,” Roque said during a press conference.

“I have no idea (where to attribute the drop in the Cabinet’s satisfaction rate) because I have not seen the survey. But it would be good for the Cabinet to discuss this on the next Cabinet meeting,” he added.

The second quarter SWS survey was conducted using face-to-face interviews of 1,200 adults nationwide. It has a ±3 percent margin of error for national percentages and ±6 percent each for Metro Manila, Balance Luzon, Visayas, and Mindanao.
