Eleazar: Rape is not the victim’s fault

It is not the fault of rape victims why they were raped.

This was the strong statement of National Capital Region Police Office (NCRPO) director Chief Supt. Guillermo Eleazar following the controversy over the anti-rape tips released by the Angono police station.

Eleazar stressed on Sunday that though rapists were tempted by women’s clothing, it is still not the victim’s fault.

“Sa bawat krimen pati rape, mayroon motibo yan eh…pero hindi kasalanan ng victim ha (In every crime, including rape, there is motive. But it’s not the fault of the victim),” Eleazar said.

Eleazar said rapists have “psychological imbalance,” which is probably due to drug use.

“Alam naman ng lahat na krimen yan, sa school pa lang tinuturo na sa ating boys and men na bawal yan (Everybody knows that rape is a crime. We teach our boys and men in school that it is wrong),” Eleazar said.

“Madaling ituro sa eskwelahan yan, madaling sundin, pero yung turuan mo yung may psychological imbalance, ibang usapan yan (It’s easy to teach that in schools and easy to follow as well. But to teach that to somebody who has psychological imbalance is a different matter),” he added. “It needs processes. Kailangan psychologist o doctor, hindi basta basta (A psychologist or doctor is needed).

The Angono police station recently released tips on how to prevent rape on their Facebook page. It was taken down a day after it drew flak from the public. They also issued an apology.
