It’s work as usual at House despite heavy rains

IT will be a regular work day at the House of Representatives, today, Tuesday, despite the heavy rains, an official said.

In a statement, Secretary General Cesar Pareja said, however, that the scheduled Bicameral Conference Committee meeting on the proposed Bangsamoro Basic law will still proceed at the Edsa Shangri-la hotel at 10 a.m.

The Bicam panel composed of members of the House and the Senate is expected to approve the proposed BBL, which abolishes the existing Autonomous Region in Muslim Mindanao and replaces it with Bangsamoro Region that will enjoy fiscal autonomy and governed by a duly-elected Parliament.

One of the provisions agreed upon by the Bicam panel was granting the Bansgamoro Parliament the authority to create Shariah Courts (Shariah Circuit Court, Shariah District Court and Shariah High Court) that will have jurisdiction on personal, family, property law as well as minor criminal offenses known as Ta’zir.

Minor criminal offenses are those punishable by fines and has a jail time of one to 30 days.

Likewise, the Bicam panel also adopted the House’s stand that the inclusion of the six Lanao del Norte municipalities and 39 villages (barangay) of North Cotabato in the Bangsamoro Region would only materialize if their mother province would approve via plebiscite.

Aside from the BBL, the House Committee on Metro Manila Development will discuss the  new policy of the Metro Manila Development Authority prohibiting provincial buses from plying EDSA at 1:30 p.m. LLANESCA T. PANTI
